The problem you're having is because you do not have a professional network
infrastructure.

Your System i is running a version of OS/400 that is no longer supported by
IBM. V5R1 is completely outdated, and a 270 runs V5R4 - so the only problem you
have is lazyness. Windows 98 and Windows 2000 are also out of Mainstream
support, i presume you do not have an extended support agreement with Microsoft
for these operating systems.

Netserver has always been rather finicky with a lot of problems (e.G. Security
Settings still can't be managed from the Client) - you should really use a
Windows Server for Windows Clients (a Domain has several management advantages).

Accessing shares from Vista Machines on a V5R4 machine works, and one possible
solution was already proposed to you (using Group Policies, you could roll out
these changes globally on your network without hassle).

Support is always interesting, you get OEM support from Dell (which is usually
severely limited). If you want direct support from Microsoft, you can either go
on a case-by-case basis (150US$ for an electronic support case), or you can buy
a support agreement. This is a bit different from IBM where the software
support is included in your SWMA.

It's also always a good idea to have a Windows Guy deal with such problems -
you will need network monitor or a similar tool to figure out why exactly
authentication is failing.
