The bug in the SAVRSTCFG is when you use the OBJTYPE(*ALL). If you prompt
OBJTYPE you can see that *IPX is not a supported type, but press F1 and it
says it is. IBM dropped support for IPX a long time ago and apparently
didn't fix the SAVRSTCFG command.
