Also look at the command RTVCFGSTS which could
return a status of the line description.

That's kind of an open ended question. One popular way is to find
something you can ping.
Then you can do this:
PING RMTSYS(NOTESFAX) MSGMODE(*QUIET *ESCAPE)
MONMSG MSGID(TCP3210 TCP3202 TCP3213) EXEC(GOTO CMDLBL(ALERT))
