Why don't you go modern and use a web service to validate name/addresses? I
did a search, and this is what I found immediately.

Is there a black box for names & addresses?

Through the years I have spent hours on names and addresses. The
problems are always the same, whether is it A/P, A/R, Payroll, Marketing
leads, etc.

It dawns on me that the simplest solution is a black box for Names &
addresses. I've thought about it a great deal. It isn't so simple,
after all.

So,,, It would interest me to read the thoughts of others here about
the idea of a name & address black box of some kind. What say you? Any
ideas?
