Want some real fun? At V5R4, with Domino servers, the domino TRACE
command could not find the servers. However ping could. Bouncing the
domino servers with WRKDOMSVR did not fix it. Had to IPL the whole lpar.
Another gent on the Domino list had the same issue.
Hope you don't have to IPL to get it resolved. I did not test that lpar
with SNDEMAIL.

Hey, try this. If you go to
http://www.zmailer.org/mxverify-cgi.html
and pick a domain that you are trying to send email to and put that there
see if you can then try this at a command line
TELNET ('xxx.xxx.xxx.xxx') PORT(25)
Basically what that web site told me (for sending out) is the commands I
should be able to use from that server.
So I did a
TELNET ('xxx.xxx.xxx.xxx') PORT(25)
EHLO some.character.string
  got the four 250 messages
MAIL FROM:<>
  got the OK 250 message

Keep in mind that typo's honk it off and backspaces just confuse it. The
RSET command is your friend.

If you can't get any of this to work, then one of the many possibilities
is that you got blacklisted.
