as if the emails were sent.

Um, did you recently upgrade OS?  Because if you did so, a common error
that IBM threw in (V5R3 I think) was to change the security on the
directory /tmp.  You can check this with WRKLNK '/tmp'

Make sure it is set to No.  Otherwise if user 'BOB' sends an email and
it generates a file in '/tmp' and user QTCP from job QTSMTP* tries to
delete it as part of sending it, the job won't work.  I normally use
iNav to change that attribute.
