Haven't seen other responses to this, so I'll throw my guess in...

AFAIK, this message is CPI2276 and comes out of using WRKUSRPRF in
(1=Basic) Assistance Level. (Perhaps other ways to get there, but I
don't remember them.) This changes "Work with User Profiles" to be "Work
with User Enrollment". Mostly guesswork follows because I'm reaching
back in memory and I don't have old enough equipment to test --

The "Enrollment" part of that is tied to products such as OfficeVision,
possibly even related to PC Support or Client Access. 
It involves the creation of an entry in the system directory; that entry
has the same value as the name of the profile and the directory entry
_cannot_ be more than eight characters long. This is a restriction tied
to SNA/DS which was closely tied to OV and PCS.

The way to "shut it off" is simply not to use WRKUSRPRF with *BASIC
assistance level. Switch up to *INTERMEDIATE instead.

But note that any additional configuration must then be done explicitly.
I.e., if an entry should be made in the system directory, you'll need to
use the WRKDIRE command (or ADDDIRE, etc.) The extra stuff that might be
handled within 'basic' assistance will no longer be done for you.
