Can the startup program read through the queue, deleting any leftover 
shutdown entries that it finds, and re-queue any non-shutdown entries?  If 
new entries come in while doing this (and order matters) you may need to 
start the process by putting a *STARTUP entry on the queue so that you 
know when you've reached the end/beginning, kind of like the spacer at a 
grocery store checkout.

As an alternative, could you create a dummy file that is allocated if the 
queue is active?  If it is not allocated then you can assume the queue is 
dead?
