OPNQRYF: CCSID aware case insensitive record selection?

Folks:

Does anyone know a way to get OPNQRYF to do case insensitive record
selection in a CCSID aware way?

The manual says to use the %xlate built in function with QSYSTRNTBL, but
that table appears to for CCSID 37 only.  If the data is in a different
CCSID, like 5026, the hex values for lower case characters don't
correspond to the same ones as CCSID 37.
