No.  Because *NONE insists that the record formats are identical, 
including, but not limited to, null field indicators, date/time format, 
etc.
*NOCHK was commonly used when one didn't change any field attributes but 
added new fields to the end of the file.  Was more commonly used before 
the advent of CHGPF.  Now if the Nbr field was zoned instead of packed, 
thus having all fields with the same starting and ending positions, this 
may work.
*MAP would work -if- the offending field was named differently.  For 
example, NbrChar in one file and Nbr in the other.  In this case, you'd 
also have to add *DROP.  And the NbrWhatever field in the "to" file would 
be set to it's default value.
You could use *MAP, and *DROP if you: renamed the field, or, used a 
logical file that didn't select the offending field.
The SQL idea might be a good idea for the conversion capability.

Or you could write a hll program like rpgle.  If you used RPGLE I'd 
suggest using a PREFIX on the Fspec since the field names are the same.
