Depends on what you mean by "easy". Investigate the List Network Connections (QtocLstNetCnn) API. It will give you the information you need.

I know I can do NETSTAT and work through that screen,
but I was trying to come up with an easy command for the operator to use
to see if a certain IP line is in use before shutting it down - we only
keep it active for certain times during the day. Ideally I would love to
throw anybody that connects via this IP line into a special subsystem,
but can not figure that out either, without impacting everyone else. The
people use Telnet to connect.

Investigate work-station name (or type) entries in the subsystem description.
