has been before QSYS for years!

Check the cleanup job's library list.  Is your library first in that
job's library list?  If you have changed the system value since that job
started, it is not picked up until you restart the clean up job.

i.e. the new program is in a library before QSYS in the library list but

is the original in QSYS that is being called.
