Help System's ROBOT / Schedule product may 'help' your scheduling...Robot allows you to create individual jobs (ie your 'steps') and then link them into "group jobs." Group jobs run as a single thread, with Robot submitting each subsequent job/step only when the prior step completes normally.
If a step fails, there are relatively easy ways to pick up the Group Job at the point of failure and continue to the end.
You can set things up with time scheduled jobs as well. There are gazillions of options (calendars, date objects, variables that can be passed with system date, time, "today - 3 days," etc. etc. etc.
