What if you combine the two ideas: check for a data area and change
QSTRUP.  Depending on your preference, create or fill the data area only
on one machine and code the STRPRTWTR based on it.

In our world, QSTRUP is mirrored to the backup system.  With the above
technique, it can still be the same.  (Now I'm thinking about doing
this!)  The other thing we do for certain programs we want to start or
not is retrieve the mirroring status to determine if it is source or
target.  We then start things differently on both systems based on that.
