Probably asking for your interpretation of English is a bad idea, but here 
goes.
WRKSYSVAL QSTRPRTWTR says
0=Do not start
1=Start 
"Do not start" seems to apply some future action.

However the help says:
0  Print writers were not started.
1  Print writers were started. 
That seems to apply some past action.  Which made me think that QSTRPRTWTR 
was akin to QABNORMSW (display only).

I did a DSPSYSVAL QSTRPRTWTR and it is set to  0=Do not start
and
since a 2 on WRKSYSVAL QSTRPRTWTR says
CPF1030-System value QSTRPRTWTR cannot be changed.

Therefore I do think that QSTRPRTWTR is akin to QABNORMSW in that they are 
display only and not able to be changed.

So, this is not what I hoped for.  It seems to be based off the actions 
that happened from CHGIPLA and it's kin.
