Here they IPL every week but I think that is not necessary, I have given them 
my opinion but they don't seem to want to change, conversely the last place I 
was at hadn't IPL'd for nearly 2 years which is not right either.

Yes...there's a fair amount of cleanup that takes place during an IPL.
However, the stuff that gets cleaned up doesn't really grow forever (unless
something's wrong), so you don't need to IPL to clean up too often. I think
a lot of shops IPL quarterly or so when they're applying PTFs.
