Near as I can tell, it has to do with the parameters being trimmed of trailing blanks, and passed, under the covers, as one big string. And when both C and RPG are involved, it gets especially nasty.
I gave up trying to understand it, and just went to sticking *CMD front-ends on all programs that will be passed parameters from command lines or from CL, as a matter of course. Maybe there's somebody who understands the parameter passing convention better than I do.
