This set of PTF's was delayed until Wednesday,  November 22nd.
If you retry your request Wednesday or later the PTF's should be available.

I don't know about you - but I always find this kind of thing
embarrassing when I make this same type of mistake - a public
announcement of what is available and ready to go - then to have the
users find out that it is not even "posted" yet!
