We got a Raid card in. Box says it is a 5737. Little sticker
on it says 571B. I've been told by the CE's here that it
requires an IOP.

[snip]

So, do I need an IOP with this card, or, if I fire it up
without an IOP will it then determine it is an IOPless raid
card and give itself a different feature number?

When you plug in the card, it will report in as a 571B (that's
what the little sticker represents). Firmware level, LIC level,
OS level, and processor type determine whether you can operate it
IOP-less.

The label on the box says the card was ordered as an IOP-required
card. Probably because the tool that helps with placing the
order believes you do not have one of the prereqs needed to
operate without an IOP.
