Well, I did find a work around.  I had to have the Domino developer 
append a CR to the line he was writing to the file in the IFS.  

I found something when I was messing around with the file in the IFS.  
I displayed the file with option 5 and hit F10 to put hex on.  I saw 
the file contained the correct hex for EBCDIC with the x25 LF 
character.  I was wondering if there was a way to edit the file ine 
hex.  I wanted to see if I could add x0D to a couple records.  I found 
out you can't put the file in hex mode while in an edit session.

I saw the F15 (Services) key listed at the bottom.  After pressing F15 
I saw among other things, option 5.  This lets you set the EOL 
option.  My choices were *CR, *LF, *CRLF, *LFCR, and *USRDFN.  The 
field already had *LF, so I changed it to *CRLF.  Exited the edit 
session, which it told me the file had changed.   I brought it up in 
display mode and had the correct line termination.

I couldn't find a way to issue that as a parameter to a command.

I know, simple stuff.  Just never saw that before.
