DSPMSG QCFGMSGQ includes lots of messages about printers out of paper (end of forms), ready for forms change, needing alignment verification, what responses people took to which messages, or other actions like placing reports on hold.
Some messages can be misleading. In our case we have a lot of PC printers where the 400 knows about them because the printer talks to the PC which talks to the 400, so if the PC is down, or doing something else, the 400 not getting good info on the printer. So when it says a printer is not communicating, it could mean the PC is not communicating. 

Here is example ... some human being stopped the printer
* Writer LAWPRTLP stopped printing file SFC52AO.  Cancel on device
  LAWPRTLP.

I not know what caused this, I suspect someone did a configuration display
*  Line ETH status information, line is running.
When I see a communications line failure, I go check DSPMSG QSYSMSG to see if there was a power outage right before that. WRKPRB also sometimes informative. 


Really not sure if that will help me if the printer is out of paper.

Your monitor program could PING the printer to see if it is still active.

  About all I could think of was to monitor for any spool file in a SND
  status for an inordinate amount of time. Or, x number of spool files
  in
  RDY state in that output queue. Any other suggestions? (Now if I
  could
  only get our monitoring software to handle one of those.)
