1000 CPW power 5s are really 2400 CPW machines, as they report in as only .4 of a processor. If you take 40% of 2400 you get approximately 1000. You can unlock this by calling IBM and purchasing a 2400 CPW processor ;) Its also why you can't run 10 partitions on a 1000 CPW machine, as each partition requires 10% of a CPU and you only have 40% of a CPU in total, hence the limit of 4 partitions.
