Strange TCP/IP problem

We have a PC which cannot ping the AS/400 or connect to it. Nor can the
AS/400 ping it. However, the PC can ping every other system on its subnet
and all the other PCs can ping the AS/400. The AS/400 does not have any
trouble pinging other PCs. It is just this one PC that the AS/400 doesn't
like. We have tried chaging the address on the PC but it doesn't make any
difference. There is no firewall on the PC.

Is there a table on the AS/400 which restricts access by MAC address?
