Looks like they are making some changes in Fix Central and it isn't working (or 
at least the part I was trying to use). I called the number for electronic 
order problems but they ended up transferring me to Software Support and IBM 
was able to place the PTF order for me.

This has happened to me before too. Sometimes it shows up 48 hours later. I 
always end up going to the order status web page 
(https://www14.software.ibm.com/webapp/ssos/order_status) and then calling 
the number for "electronic order problems" (1-800-879-2755) to ask them to 
re-send the email.
