There is an API, QEZSNDMG, that returns a parameter telling you if the user is signed on, I copied this from an article by Scot Klement, but you need to look at the manual for details:

"you can use QEZSNDMG, which I suspect calls QMHSNDM and/or QMHSNDBM under the covers"
