set up port redirection to accept requests on, say, port 400 and 
redirect those through to port 21 on the iSeries.

I wouldn't expect this to work.  I'd expect that when trying to do an
upload, download, or directory listing, the
connection would hang.


That's exactly what's happening, his iSeries appears to hang when trying to
connect.

My client, however, is unable to connect to the iSeries although he 
can get through from his box to the PC based server on port 21.

Are you sure he's unable to "connect"?  Is it possible that the problem is
occuring later when he tries to do a file
transfer (directory listings are also file tranfers of a sort).

Yes, he doesn't get prompted for the user ID or password at all.

I understand what you're saying about connecting on port 21 and then using a
different port to transfer data, but I don't understand why I can dial in to
an ISP on my laptop and use a PC based FTP client to connect on port 400
without a problem and uploaded a save file as a test.  I figured if it would
work for PC to iSeries it would also work for iSeries to iSeries.
