The last paragraph make perfect sense for IBM from a business
perspective.   While it may be true that businesses with under 50 are a
majority in the case of numbers, they don't spend any where near what
the larger companies do when it comes to technology.   IBM is in
business to make money. (I know it is unpopular and unwanted by many in
this country, but we still are an capitalist system even though I'll
admit the turn has been made to socialism and worse via expectation that
all  basic "needs" of life are entitlements from government or company.)
 If there were a sufficient money stream in the "ma and pas", IBM would
be there.
