Yes I have a guest account.  I have other iSeries at V5R3 that can 
connect, just one that refuses to connect.

I join this discussion late, and may be belaboring the obvious, but are
you fully aware of all the switches and routers between both the other
iSeries and the one that doesn't work, and the failed connection site?
At this point I would suspect one of those wonderful routers that
network guys like to use that drop packets based on internal filtering.
A traceroute comparison between the iSeries that work and the one that
doesn't may be helpful....
