I don't understand what you are asking.

"Without having a second copy of the data at the remote site" makes no
sense.

For you to apply the journal changes the object has to already exist.
Basically, you save the object off the source system, restore it to the
remote system and start your apply journal changes job which applies
changes from the point that the save was done.

You can of course have new objects created on the source system, you can
have this create propagated to the remote system along with any changes
to the object after creation.

As others have mentioned, iTera and others low-cost DR solutions do this
quite well.  If it's important enough to do, you should really consider
one of the packages.

Doesn't matter how physically far away it is - what's your transfer
speed between sites and how much data do you think will be changing
daily?  Also - what's the initial size of said libraries?  Also - how
many journals do you currently have defined?  

You may wish to look at some of the basic product offerings 
from Mimix,
iTera, and the like.
