There is no upwards arrow in the traditional 5250 EBCDIC data stream.  You 
can however use the upward arrow in a 5250 based application in 
conjunction with an emulator such as iSeries Access for Web.  iSeries 
Access for Web allows you to use Unicode in the 5250 data stream.  In 
Unicode the upwards arrow is u'2191' so the following *DSPF and RPGLE *PGM 
would output an upward arrow:

     A          R RECORD 
     A            DATA          10G     3 20CCSID(13488) 

fprompt    cf   e             workstn 
C                   eval      data = u'2191' 
C                   exfmt     record 
C                   eval      *inlr = *on 
C                   return

Is there a hex value that will cause 5250 to display an upward arrow,
much like the MS directory-list window where one can click on to go up
one level?
