There's some stuff in the Memo to Users since at least V5R1 (and maybe V4R5) about *NLVLIBL (national language version library list) and how that relates to user versions of the same command - in other words, even though the user library that contains a command is above, say QSYS, it will not be used. At least, I think that can happen. There are a few articles at IBM that discuss this, and, as Simon points out, there are some APIs. Go to www.iseries.ibm.com/support and click search in the upper right hand corner. Then type NLVLIBL and search for it.

This is just a guess - I've not had to mess with this yet.

Investigate the command exit points. These are described in the Program
and CL Commands section of the API documentation in the InfoCentre.
