Someone may have to speak to the older 510 model, I've never seen one or
worked on one myself. Started on 6xx/7xx generation. This process I've
described below does indeed work for 7xx systems. I am curious as to
why your frame doesn't show up. Here's what a 720 with one 5065
expansion looks like in the SPCN screen of SST. Each tower shows up
twice. Does the 510 consider the expansion to not really be an
"expansion" in the sense of having a different SPCN ID?

Weirder and weirder:

I got this when I looked at the SPCN:

Frame Unit Type Number Fault
  01 0 .... 00-00000 No
  01 1 .... 00-00000 No

The top line appears to refer to a "frame," while the second appears to
refer to a battery that was last tested almost two months ago (could a
yellow light on the panel have gone unnoticed that long?)

"Packaging Hardware Resources" shows this:
System 9406-510 SYS01
  System Unit + 9406-510 1 FR01
  Tape Unit ? 7208-012 SD001

and "Hardware with Unresolved Locations" shows:
Communications IOP + 6617-001 C16
Bus Expansion Unit + 5044 RMD02

Where is the expansion cabinet (the label says 5070) in all this, and
why doesn't its battery, or its battery problem, appear to be showing up
anywhere but on its front panel?
