The response to the first question indicates that the iSeries Tools for 
Developers product can be downloaded using link:

Then, do the following:
1       Click on link to bring up a Software  screen.
2       Click on Trials and betas  (located on top left part of the 
screen) to bring a screen by that name.
3       Search on 5799PTL  in the Search by  field, and click on the 
Search  tab
4       Click on Released product:   iSeries Tools for Developers .  The 
following product description is shown:

iSeries Tools for Developers, 5799PTL, is a PRPQ product that contains 
various tools that aid in development, building, porting, and deployment 
of OS/400 and i5/OS applications. 
5       Click on Continue  listed at bottom 
6       Once signed in, click on Download  for download of a ZIP file and 
a Readme file  that has instructions on how to transfer the other file 
(after it is unzipped) to the IBM iSeries? family of servers system and 
how to install this product there.
