Sounds like you're looking for the DSPPGMREF command. It displays the files and their level IDs that a program was compiled with.

Reason being is we have a vendor package where only custom and our own mods are in our change management system, but if the vendor makes a change to a base file (not in CMS) then we have programs that have no other changes and they fall "thru the cracks" so to speak until they are run. Then we know big time about the Level Check.

I don't off hand remember anything like this and don't remember any API's that can do this, but that doesn't' mean squat.
