I realise it's a little late to be following on to this topic, but one thing I 
don't see considered in the time support provided in i5/OS is the ability to 
handle DOUBLE DST.  It appears it ASSUMES the adjustment is going to be 60 
minutes.  That should have been a changeable field defaulting to 60 minutes, to 
allow you to enter 120.  Newfoundland tried double DST several years ago, I 
understand the subject has come up in the UK, and that parts of the former USSR 
use it.

The ability for users to change the DST rules in a time zone object is
certainly there in V5R3, and was put in place as some governments change
the DST observance rules every year (including deciding to skip it entirely
some years) and often with very little lead time.

As for the business impacts, and here I am most definitely talking for
myself, I wonder about all the clocks in DVD players, cars, thermometers,
etc. that are not easily re-programmed but do support DST.  I have some at
home and while they tend to allow me to select the time zone I am in, they
don't allow me to specify the rules (or in this case changed rules) for DST
start and end.  Companies providing these devices may have a significant
hurdle to overcome.  Companies providing programmable systems (like the
System i5) have more straight forward solutions.

I saw that, but I find it kind of silly.  By the time we figure out
what the costs are, they wil have already been spent making the
change.

I also noticed that the capability exists to change the start and end
DS date/times, so it may be left to us to do.
