I guess that PTF is installed. Any other ideas?

Okay here is a challenge for ya. When running an SQL statement, I get the
following error "SQL system error." Looking into the job log, I get this:

strsql
Function error X'1720' in machine instruction. Internal dump identifier
  (ID) .
Ownership of object DBOPTRC141 in QTEMP type *FILE changed.
File DBOPTRC141 created in library QTEMP.
Object DBOPTRC141 in QTEMP type *FILE deleted.
*** DBOP open FAILED. Exception from call to SLIC! ***.
Internal failure occurred in query processor.
Environment prevented creation of one or more SQL service dump spooled
  files. Reason code 1.
SQL system error.

Doing a bit of digging someone thought a PTF was needed, but they didn't
know what PTF. From what I know, we have the latest CUMEs installed. Might
this PTF be missing?
