Take a look at easy400.net the tool SECTCP.

Subject: ftp exit program

Is there a way to use an exit point program to restrict access to the
FTP server based on the client's IP address prior to the client logging
in? That is, it looks to me as if QIBM_QTMF_SERVER_LOGON is given
control AFTER the client has had a chance to provide login information.
I would rather get the chance to drop them BEFORE. Thanks.
