how does the OS differenciate between a x'00' and the beginnings of a
packed numeric field?
[snip]
Maybe he's referring to a field that allows null's?

I guess that's possible? But it's not what he asked. He asked about the difference between x'00' and a packed numeric field. x'00' is not the same thing as a null field (not by a long shot!)

I hope the OP clarifies the question.
