I have a problem with a remote printer during the IPL. The writer starts
before TCP/IP services have started so the writer ends abnormally and
puts the the report it was processing on hold. The writer restarts
normally a few minutes later but does not release the report. The users
would like to have the report printed by the time they arrive.

Why is the report being put on hold?
