It's possible to attach a journal to an IFS directory. Whenever something happens in that directory, a journal entry is received. So you could have a program that sits on the RCVJRNE command to receive the journal entries and operate on them.

There's also an open source tool called MONIFS that's available from www.Easy400.net. I haven't used it, but it might be worth looking into. I think it's part of the IFSTOOL package.
