File updates when subsystem ended -- MIDRANGE-L

Is there anything I can do to force updates to disk when subsystem ended*immed.
Would a controlled ending for 60 seconds be any better?
Had instance where order was up on screen, subsystem ended, and some files 
updated and others not. 
This is an old app that was writing a work file, and the work file records 
missing.
