Depends on what you are using as a DHCP server. Look for "STATIC DHCP"
or "STATIC Addresses".

The i5 DHCP and most firewall DHCP have it somewhere.

HOWEVER, nothing stops them from looking at their current dynamic IP and
finding another in the mask and manually setting to it.

HOWEVER, PART II, look at the policy editor (which can be run with out
ADS or even a domain) and restricting access to the network settings at all.
