Lim:

The system value is used for you to decide which libraries can contain objects 
such as user spaces. The minimum list of libraries would simply be QTEMP.

Removal of *ALL would mean that you would need to specify the actual list of 
libraries that you wanted to allow such objects to be created in. QTEMP _must_ 
be in the list; *NONE is not valid nor is an empty list or one that only has 
the *DIR special value.

If the list doesn't include QRPLOBJ, then replaced user spaces won't be linked 
into QRPLOBJ. They will instead be destroyed.

There are some security exposures possible with such objects. That's why IBM 
gave the option of controlling where they can be created (or linked to QRPLOBJ).
