Even though your log says 2 seconds "processing" to apply ptfs, I've noticed
it does add considerable time doing something around that ptf process.

Here's the times.  System already ended to restricted condition in both
cases.

The time span is from DSPLOG message "PWRDWNSYS command issued with
parameters specified." to "IPL completed."

*SYS IPL took 15:22
*FULL IPL took 9:09

8 PTFs were applied during the *SYS IPL.  DSPLOG indicates the PTF
processing took 2 seconds.

Percentage wise, that's a big time difference.
