If you change all your users to CCSID(37) that should have the same effect
as CHGSYSVAL QCCSID(37). A major problem with CCSID(65535) is unicode
applications (Java, others) can't convert from binary (65535) to the native
database CCSID 37 (EBCDIC). So if one of these apps tries to do any database
under CCSID 65535 it will fail. The IFS is all unicode, and the OS is using
it a lot under the covers, so it's a good idea to start setting the CCSID.

One of the instructions in this setup manual I have is to change th CCSID of
the system. Currently it is set at 65535 and they want me to change it to
37. I really don't understand much about the CCSID. What impact would that
have on a system in general? The option (which I am doing so far) is to
change the default CCSID for a user.
