It has been my experience that users lie. Go out and check, double check and then triple check that the terminal that they removed isn't causing the problem.
If the terminal they removed is not at the end of the chain, then it needs to be replaced with a gender-changer, or if there's a wallplate involved, one of the two cables going from the wallplate to the terminal needs to be removed, and the other one needs to be connected to the empty wallplate socket.
If it is at the end of the chain, then the line going to it from the immediate "upstream" terminal needs to be disconnected AT THE UPSTREAM TERMINAL.
