I just checked another machine, and this file exists there.  One
difference seems to be that the machine where the file does not exist
does not have the STRQSH command, and that 5722-SS1 option 30 (Qshell
interpreter) is not installed.  As to whether this is relevant to the
problem is pure speculation, on my part, however.
