>From my COMMON pitch on System Values:

  Name: QPFRADJ

  Description: Performance Adjustment

IBM Initial Value: '2' (Effective with V2 R1.0)
                      '1' (Prior to V2 R1.0)

  Length & Type: Character: 1

  Valid Values and their Meanings:
  Effective:

           '0' No performance adjustment.
'1' Adjust performance pool sizes, activity levels
                      and system values at IPL.
'2' Adjust performance pool sizes, activity levels V2
                      R1.0
and system values at IPL and dynamically.
'3' Adjust performance pool sizes, activity levels V2
                      R2.0
                      and system values dynamically.

The following adjustments are made to optimize performance:

Comments: Change this system value to '0' if you want to do
                      your tuning.

IPL adjustments are made based on the available
memory, lines, control units, and devices configured.
Setting this system value at '1' or '2' takes
                      additional time at IPL.

Dynamic adjustment uses the system job QPFRADJ to
make adjustments. This process uses less than one
half of one percent of CPU resources. If the
diagnosis for any given shared pool is the same after
three periods, the change is made. V5R2 users see
PTF SI07195 for further options. Optionally, you may
journal changes made by this process.

For any system or partition during a hardware or
software upgrade, the value of ‘0’ should be changed
to ‘1’, and the value of ‘3’ should be changed to
‘2’. These values can be changed back after the
first IPL, otherwise it is possible to create a
system with a base pool too small to IPL.

For systems with automated or dynamic LPAR
adjustment, it is recommended that this system value
                      be set to ‘2’.

This change will become effective immediately.

Migrating to RISC: This system value must be changed to '2' during the
                      migration from CISC to RISC.

If my memory serves me correctly, isn't there a system option that allows
you to set the system to allocate its memory among the various pools
according to its own needs?

I for the life of me, cannot recall what the heck that setting is, if
someone knows it off the top of your head, I would appreciate you passing
it
along, that is if you do not mind sharing such vital information :)

If you bought it, it was hauled by a truck - somewhere, sometime.
