Easiest is to kick the users out.  Simply end Qinter.  Of course you'll want
to send them a message first etc.

As for the best it depends on your situation.
Did you need them out of the whole system or just a library?
Who's around after 7 PM?  Do they require access to anything other then
"Your Files"?
Do the programs accessing "Your Files" handle allocation error's?
Is it a small number of programs accessing "Your Files"?  In this case
perhaps a data area would work best.
