To clarify, I do have all of the tools to do the job, I
just don't bundle them all into one, which may make it seem
like it's a "lot of tools" to do one job.

I don't bundle them because I don't want to sell customers
something they don't need.  Which means you can pick and
choose functionality for your specific case.

In this case, OUTQTRG would be used to "trigger" a call to
a command in SPLTOOL, which uses MAILTOOL to email the
spooled file.  If you also want to email AFPDS spooled
files, then AFPTOOL could also be used as the SPL2EMAIL
command (a SPLTOOL command) looks at the spooled file type
and decides whether to use the normal SPLTOOL command or
AFPTOOL to create the file to email.
